Before I buy, does the Safari reader on iphones disable function indeed work as mentioned at link below?
Also, what does the below mean?

That toggle only blocks the Cmd+Shift+R keyboard shortcut in Safari on Mac desktop. It does not remove the Reader button on iPhones, since on iOS Reader is opened by tapping the icon in the address bar, not a keyboard shortcut.
“Soft deterrent” means exactly that: it stops casual shortcut use but anyone can still open Reader from the Safari menu or settings if they want to. It is not a hard block.
So if your main goal is forcing iPhone visitors to stay on the styled version, this feature alone will not do it. If your goal is desktop deterrence plus the rest of the content protection set (right click, view source, text selection, etc), then it helps as part of that bundle.
