Menu Editor 'Collapse All' button

Any way the Collapse All button in the Menu Editor can be added to the top of the module screen? I spent a long time collapsing menus 1 by 1 until I found it on the bottom of the page, which seems out of the way. Also, everytime I save the menu and reload the page, the menu are all expanded again and I have to collapse them all. Can they stay in the collapsed state when being saved?

About repositioning buttons to top will take time to think and implement, but the good news is that the collapse state is now implemented.
