Isn’t this setting supposed to hide notices?

ANM does work, but plugin activation/deactivation notices are intentionally not hidden by default. The feature is primarily designed to suppress the spammy third party notices that clutter your admin dashboard.
That said, if hiding activation/deactivation notices would be useful for your workflow, we’re happy to add a dedicated option for it.

I thought it works similar to ASE “hide notices” it hide every single notice. But I think its ok to leave these basic WP notice as they are
